I would say that is a high security padlock key - maybe off a bike lock.

+1, apart from the fancy plasticky bit..... the blade part looks very similar to my push-bike cable lock

Phil, is there an answer to this question, or have you just found a set of keys in the company car park and working out whether it's worth going for a joyride before handing them in?

This (ish). Found in our street so I was trying to match to an owner, via their car. I didn't think it was a car either though.
