The parameters in the mosaic were set to have a gap of at least 5 between photos that were the same, so yes, some are repeated. The programme also turns the photos as necessary to fit the picture.
You can't really tell by zooming in on the above pic, that 95% of the photos in the mosaic are cars, or car-related.
Original pic here - its from the Firecracker banger-race meeting last November, Arena-Essex.
