I think that is hardly fair. Following Vatanen's representations about the process, the FIA backed down (though they deny it) and it was a secret ballot with unidentifiable ballot papers overseen by a French legal chappie, as approved by Vatanen himself as well as Todt.

It doesn't look good does it but reports from his time running Peugeot and Ferrari suggest he's actually a very good man manager and more than capable of delegating effectively so maybe he won't be as bad as we all expect.

After all Gorbachev managed to follow the Soviet regime but then get to power and dismantle everything it stood for (sort of).
